GIS Developer (ITP-B, BU)

Position Description

The Applications Division of Seattle Information Technology (IT) is seeking a versatile GIS professional with a solid grasp of GIS concepts and technologies and a passion for customizing and extending GIS software to meet customer's needs. As a GIS Developer at the City of Seattle, you will be working on innovative GIS solutions that enable data-driven decision-making! You will work with City staff to collect, document and analyze software requirements and assess and recommend technology solutions. Additional responsibilities include configuring and developing web applications, map services, workflows and ETL processes to integrate business systems with spatial GIS data to support business functions.

This position will provide the opportunity to work on large and small GIS projects, and will frequently partner with product owners and users, to deliver GIS applications, spatial analysis and functionality. Assignments can range from independent work to being a member on large team projects. Job Responsibilities

• Collect, document and analyze user, business and functional software requirements, and assess technology solutions and recommend options.
• Develop data models to describe data objects and their relationships with one another to support extract, transform, load (ETL) process between GIS and City business systems.
• Design, construct, and maintain an array of custom GIS applications, tools, spatial data processing scripts, and web services, using standard software lifecycle processes.
• Optimize current processes to run securely, efficiently, and accurately to minimize negative user impact.
• Provide support, problem solving, modifications, enhancements and maintenance for the suite of web mapping applications, including publishing map services, configuring sites and data management.

Qualifications
NOTE: Equivalent combinations of education, training and experience will be considered for the required qualifications except where specifically noted.

Required Skills:

• A solid understanding of GIS web applications and web application architecture.
• Knowledge and understanding of GIS and experience with the Esri software suite (ArcGIS Desktop, ArcGIS Server, Portal, Experience Builder, Survey123, Runtime SDKs, etc.).
• Experience working with a relational database management system such as Oracle, Microsoft SQL Server, PostgreSQL or other.
• Software development experience with Python and ArcPy.
• Experience in performing all phases of the software development lifecycle (SDLC) ranging from requirements analysis through implementation and maintenance.
• Demonstrated ability to explain complex technical concepts in clear and common language.
• Demonstrated success in problem solving and troubleshooting.
• Ability to work independently and as part of a team, and efficiently in a deadline-driven environment.

Desired Skills:

• Knowledge of common workflows in local government
• Knowledge of or experience integrating GIS with business systems (e.g. permitting, work and asset management, customer billing, engineering records)
• Familiarity with Geocortex and VertiGIS studio configuration and support.
• Experience using Azure DevOps and GIT

Additional Information
Salary: The full salary range for this position is $45.44 - $68.20 per hour. The salary for this individual role has been identified as $51.00 - $59.00 per hour.

Workplace Environment (Telework Expectation): This position offers the flexibility of a hybrid work schedule. At this time, hybrid telework schedules have a minimum requirement of two days onsite per week. Individual schedules will be based on operational needs and agreement between the employee and their supervisor.
