The Department

The Office of Sustainability and Environment (OSE) develops and implements citywide environmental policies and programs that propel our city toward a sustainable, equitable, and carbon neutral future.

The Fresh Bucks team works with dedicated local partners to reach historically underserved communities and help reduce racial and health disparities, increase access to healthy food, and improve community health. The team is offering a full-time opportunity to work as a Food Policy and Program Budget and Systems Analyst.

Job Responsibilities

Your key priorities will include:

Tech Systems Management

  • Planning, leading, and coordinating technically complex projects related to the intersection of financial operations, budget management, and program operations, including as related to IT projects that interface with the electronic benefits and enrollment systems.
  • Applying a strategic lens and command of operational systems to develop recommendations for continuous system and process improvements focused on eliminating barriers to program use.
  • Independently administering tech systems used for program enrollment, electronic benefits deployment, financial and KPI data tracking.
  • Leading procurement and contract management for tech systems, serving as main liaison between tech system contractors and program staff and providing technical assistance to troubleshoot and address system issues.

Evaluation and Data Analysis

  • Using an equity approach to lead Fresh Bucks program evaluation efforts aimed at assessing program impacts and refining approaches to advance policy impact.
  • Applying evidence-based best practices for nutrition and food access programming to develop strategic recommendations for advancing the Fresh Bucks program and networking with evaluators both internal and external to the City to identify opportunities for collaborative learning.
  • Developing and refining data dashboards used for data tracking and management and developing weekly, monthly, quarterly, annual and ad-hoc data reports.
  • Establishing and documenting quality assurance guidelines to support data integrity.

Budget Management and Reporting

  • Using independent judgment and decision making in appropriately allocating revenues and costs and preparing financial models and forecasts, projections and recommendations.
  • Providing technical consultation and assistance to management in preparing budgets, grants, proposals and contracts; and interpreting and applying budget and financial guidelines.
  • Oversight of one staff member.

You will be most successful if you havesignificant experience in strategic thinking, establishing and sustaining systems for program implementation and evaluation, and applying skills in fiscal and budget resource management to inform policies for equitable benefits distribution.

You have substantial skills with:

  • Accounting policies, procedures, rules and practices.
  • Conducting financial forecasting, budget management and tracking.
  • Conducting complex, multi-layered data analytics and creating data visualizations.
  • Working effectively with all levels throughout the organization and with diverse stakeholders and to build respectful and productive relationships.
  • MS Excel, Access, Tableau (proficient).
  • Oral and written communication skills.
  • Using an equity frame to drive work.
  • Commitment to following the race and social justice principles of the City of Seattle.

Qualifications:

In addition to the qualities mentioned above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class):

  • Bachelor's degree in business or public administration, finance, computer science or a related field
  • Three years of experience in systems, operations, procedures, research or analysis

OR

  • Associate degree in business or public administration, finance, computer science or a related field
  • Four years of experience in systems, operations, procedures, research or analysis

OR

  • Five years of experience in systems, operations, procedures, research or analysis

This full-time position is classified as a Management Systems Analyst, Senior and is benefits eligible.

The full salary range for this position is $ $47.57 - $55.44 per hour ($99,326.16 - $115,758.72 annually).

This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week. Individual schedules will be based on agreement between the employee and their supervisor.
