Position Description
The City of Seattle Human Services Department (HSD) is seeking a seasoned Federal Grants Manager III to join the Leadership and Administration Division. Reporting to the Operations Director, this position provides leadership and planning and regulatory expertise within a Department which is committed to connecting Seattle's most vulnerable populations to a full range of community-based human services.

The Federal Grants Manager is responsible for the management of Seattle's federal Community Development Block Grant program (CDBG), HOME Investments Partnerships Program, Emergency Solutions Grant program (ESG), and the Housing Opportunities for Persons with AIDS program (HOPWA) and is the point of contact with the US Department of Housing and Urban Development (HUD) and the community at large for questions or inquiries about these programs. Duties include but are not limited to managing Consolidated Plan development, implementation, and reporting processes; Annual Action Plan and CAPER updates, including Council presentations; and ensuring compliance with all federal rules and regulations applicable to the programs. In addition to administering these HUD grants, this position manages the Community Facilities and Child Care Bonus programs, which fund capital improvements with Federal and Local funds.

Job Responsibilities

  • Management and supervision of seven unit staff, including direct supervision of three
  • Development of annual employee work plans, performance evaluations, efficient deployment of staff resources, identification of training needs and opportunities
  • Support and enforce compliance with Federal Regulations across multiple City Departments
  • Ensure compliance with federal funding requirements for CDBG, HOME, ESG and HOPWA program operations and reporting requirements
  • Assist program staff in ensuring compliance with HEARTH funding process and requirements
  • Supervise enforcement of federal Davis-Bacon and Related Acts and State Prevailing wage and labor requirements, environmental reviews and relocation requirements
  • Manage Child Care Bonus program to provide capital funds to expand quantity of licensed child care slots
  • Manage City funding of capital for public facilities improvements
  • Supervise and provide program policy guidance to staff in program implementation
  • Negotiate or review/approve terms of real estate financing with other financing agencies or awards recipients
  • Provide consultation to City Budget Office, Office of Housing, Office of Economic Development and other City departments on eligibility of proposed projects and activities awarded federal funding
  • Strategize approaches to proposed projects that could make them grant-eligible if they otherwise address City Consolidated Plan priorities
  • Oversee compliance with and implementation of the 2017 City of Seattle and Seattle Housing Authority's Joint Assessment of Fair Housing
  • Track and review changes in federal program regulations and adapt allocation and program priorities accordingly [e.g. federal Disaster Planning and Resiliency, Broadband Capacity and gender orientation equity, and Accessibility for people with different abilities (ADA) regulations]
  • Advise HSD's Budget Manager on the anticipated Federal Budget Awards and allocations for CDBG, HESG, HOME and HOPWA as part of overall department budget development
  • Manage the Federal Budget Allocation in the HUD Integrated Disbursement and Information System (IDIS)
  • Supervise and review staff data entry work in IDIS and resolve issues flagged by the Program Reports compliance data for grants management. Authorize new users for IDIS and manage account access permissions
  • Provide leadership in the review of the City's use of CDBG and other federal funds to ensure maximum benefit from those funds
  • Ensure, via regular monitoring and program audits, that program staff in Human Services Department and other City departments are implementing CDBG projects in accordance with federal rules and regulations. Develop interagency memoranda of understanding to outline roles and responsibilities of CDBG Administration Unit and program staff
  • Monitor subrecipient agencies for compliance with use requirements annually
  • Manage resolution of any findings or concerns raised by federal (Office of Inspector General, Congressional Budget Office, Housing and Urban Development, Fair Housing and Equal Opportunity), state or local audits
  • Represent the City in appropriate national and regional forums for community, housing, economic development and services leadership (e.g., National Community Development Association)

Qualifications
Education:
A bachelor's degree in urban planning, housing development, community and economic development, human services, planning, public administration or a related field (or a combination of education and/or training and/or work experience which provides the ability to perform the work of the class).

Experience:

  • Requires two years of experience in direct federal grants management
  • Requires two years of supervisory experience leading a team of professionals

Desired Qualifications:

  • A master's degree in urban planning, housing development, community and economic development, human services, planning, public administration or a related field
  • Proven leadership managing federal grants such as CDBG, McKinney, HOME, ESG and/or HOPWA
  • Knowledge of data-driven service delivery, with a focus on developing and tracking outcome-based service models including HUD proprietary databases such as IDIS, HEROES, FFATA, etc.
  • Experience building community consensus with demonstrated ability to work with stakeholders and/or constituents
  • Strong written and oral communication skills, with demonstrated ability to effectively communicate to and with a diverse range of stakeholders and policy makers
  • Experience working with vulnerable populations including but not limited to communities of color, immigrant and refugee communities, neighborhoods experiencing gentrification, homelessness and low-income communities, and people with different abilities
  • Knowledge of community development real estate finance, development and construction
  • Strong employee/team management

Additional Information
This position is pending a classification review to Manager 3.

The full salary range for this position is $ 52.36 - $ 78.53 per hour.
