Conservation Policy Analyst (Multiple Positions)

Position Description
Seattle City Light's Customer Energy Services (CES) Division is seeking three inspired and ambitious individuals to join our team as Conservation Policy Analysts with different bodies of work. In Resource Measure Management, you will develop and deliver technical analyses that support forecasts, potential assessments, resource planning, policy studies, incentive setting, and cost-effectiveness determinations. As one of our two hires focusing on Program, Product and Service Development, you will lead strategy and conceptualization for new customer offerings.

All three of these positions will drive early-stage policy and planning for the Division's electric transportation, flexible load, renewable energy, and energy efficiency programs, products, and services. These positions require a passion for teamwork and collaboration, an aptitude to transform new technologies and customer insights into utility services, and creativity and drive to create impactful policies. These positions report to the Strategy, Planning & Evaluation Manager.

Job Responsibilities

Resource Measures

• Complete potential studies that identify the amount, timing, and cost of demand side resources (like energy efficiency, flexible loads, and customer renewables) to meet state regulatory requirements, inform program planning, and support other utility planning efforts
• Work in and lead cross-functional teams that address technical models and studies
• Develop, manage, and maintain databases, tools, resources, and decision systems related to energy measures, cost effectiveness, and incentive setting
• Provide technical guidance to City and departmental officials regarding energy laws, regulations, policies, and programs
• Develop a broad understanding of, and develop relationships with, external partners, vendors, and non-profit organizations
• Build coalitions and coordinate policy development with other utilities, Federal and State agencies, regional organizations, advisory councils, and other interest groups
• Represent City Light as a thought leader in both internal and external settings
• Provide oversight of consultant/vendor research, analysis, planning, and regulatory support
• Provide contract and budget management support
• Supervise interns

Program, Product & Service Development

• Lead strategy and conceptualization for new customer offerings in the electric transportation, flexible load, renewable energy, and energy efficiency markets
• Work in and lead cross-functional teams that work on unproven concepts with uncertain outcomes
• Build technical, business, and financial models; gauge customer interest
• Provide technical guidance to City and departmental officials regarding energy laws, regulations, policies, and programs
• Develop a broad understanding of, and develop relationships with, external partners, vendors, and non-profit organizations
• Build coalitions and coordinate policy development with other utilities, Federal and State agencies, regional organizations, advisory councils, and other interest groups
• Represent City Light as a thought leader in both internal and external settings
• Provide oversight of consultant/vendor research, analysis, planning, evaluation, and regulatory support
• Provide contract and budget management support
• Supervise interns

Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Three years' experience in public policy, planning, or evaluation and a Bachelor's degree in Business Administration, Environmental Science, Public Policy, Engineering, or other relevant discipline (other combinations of education, training and experience will be evaluated on an individual basis for comparability).

Desired Qualifications - You will be successful for either position type if you have the following experience, skills, and abilities:

• Progressively responsible experience in complex multi-disciplined market analysis, research, evaluation, or product development
• Knowledge of electric transportation, flexible load, renewable energy, and/or energy efficiency technologies and markets
• Proven project or program management experience
• Experience in policy analysis
• Ability to manage and analyze complex datasets and technical issues and succinctly convey conclusions, inferences, and intended applications in terms understandable to senior level executives, government leaders, and other teams
• Ability to work in and manage ambiguity; capable of dealing with issues that do not always have a process or a system in place
• Ability to effectively build relationships with diverse internal partners and other stakeholders through positive interaction, problem identification, and resolution
• Excellent written and verbal skills, ideally with publicly available examples
• Demonstrated ability to create and deliver compelling presentations that effectively communicate City Light's information and ideas to a variety of internal and external audiences
• Demonstrated commitment to equity, professional development, and continuous learning

Additional Information
The full salary range for this position is $47.57to $55.44 per hour.
