Seattle Public Utilities' (SPU) Apprenticeship Office has an exciting opportunity for a Water Operations Apprenticeship Advisor (Strategic Advisor 1) for the Water Line of Businesses (LOB). Successful candidates will oversee design and implementation of entry level Apprenticeship and Journey Level training programs for SPU.

The Apprentice Office is responsible for managing SPU's Water Pipe Worker and DWW Collection Worker Apprenticeship Programs, as well as development and implementation of journey level training. Staff work directly with apprentices, field staff, instructors, and management to continuously develop and improve field talent while preparing to meet the future's increasingly complex and heavily regulated utility staffing needs.

Job Responsibilities

This position is responsible for developing and implementing the Apprenticeship and Journey-level Development programs, working with the program manager.

Duties include:

  • Responsible for ensuring delivery of high-quality Related/Supplemental Instruction (RSI) and measurable On-the Job Training (OJT) for apprentices.
  • Accountable for meeting program objectives through tracking progress, reporting and adaptively leading program operations.
  • Staff and support oversight boards, including the Water Pipe Worker Subcommittee (WPAC)
  • Recruit, develop and ensure the success of Journey Level instructors and mentors, including lead and deliver credentialed training.
  • Lead ongoing relevancy reviews for classroom curriculum, lab and On-the-Job Training
  • Make recommendations to SPU leadership, including the LOB Deputy Directors and the Apprenticeship Program Manager on program direction, development and resourcing.
  • Convene, lead, and manage LOB leadership and subject matter experts to develop required policy and procedures that directly impact public health and safety. These include the formal development of Standard Operating Procedures (SOPs), Best Management Practices (BMPs) and revisions to the City of Seattle's Standards of Apprenticeship.

Qualifications
Experience:

  • A minimum of three to five (3-5) years of Journey Level experience as a Water Pipe Worker, including all mandated certifications and licenses. Comparable Journey Level recognition may be substituted. Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Licenses or Certificates:

  • Must possess or have the ability to possess at time of appointment, a Department of Licensing Driver's Abstract (driving record/history) documenting a valid/unencumbered driver's license, $15 cost to the candidate.

Additional Information
Desired Qualifications :

  • Water Distribution Manager Class 2 Certification (WDM2). Certification eligibility to be verified prior to job offer and certification must be obtained within 12 months of the date of hire.
  • Dependability and strong interpersonal skills. Skilled in working effectively with a diverse workforce and community population (internally and externally).
  • Excellent written and verbal communication skills. Effectively communicates with others both formally and informally. Takes accurate data, keeps accurate records, and presents effective reports.
  • Solid understanding of Apprenticeship and Journey-level Development programs.
  • Effectively prioritize and manage work time in a multi-task work environment with demands from diverse sources.
  • Good knowledge of Microsoft applications, including Word, Excel, and PowerPoint.

The full salary range for this position is $ 41.01 - $ 61.51 per hour.

Workplace Environment/Telework Expectations:
This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
